QPTV's program schedule consists of Series and Specials.
All program applications are accepted on a first-come, first-served basis and are not a guarantee for a timeslot.
Series Programs are scheduled through QPTV's Lottery Process.
Specials are scheduled on a first-come, first-served basis in any available time slots in our schedule.
We will accept two (2) tapes per submission at one (1) submission per month.
Specials are scheduled at least a month in advance.
QPTV accepts programs on DVCAM format only.
Tapes must be properly labeled.
Half-hour programs may not exceed 28:30 and hour programs may not exceed 58:30.
Grant Aid
Grant Aid Program
From time to time QPTV may provide grants, based upon financial or technical need, to not-for-profit organizations located in Queens to produce educational, cultural or artistic programs which are not available through commercial broadcast media.
A grant for an individual program may include "in-kind" contributions of QPTV staff, facilities and equipment and/or cash outlay. QPTV’s in-kind contribution may include, but not be limited to, the use of facilities/equipment and consultation with QPTV managerial staff. Any cash outlay by QPTV to the Grantee's vendors, (after such expenditure has been approved by QPTV) shall be paid directly by QPTV to the approved vendor and shall not exceed $1500.00.
Grant Awards
Grant awards shall be conditioned upon the following conditions which the grantee must accept in writing:
- The right of QPTV to have unlimited, uncompensated use of the finished product, such as among other things, to loan to other Public Access Operators, use at exhibits, contests, etc.
- The right of QPTV to exercise the option to have the credits permanently affixed to the final product stating that “THIS PROGRAM IS MADE POSSIBLE, IN PART, BY QUEENS PUBLIC ACCESS TELEVISION (QPTV) WHICH IS NOT RESPONSIBLE FOR THE CONTENT THEREOF. PROGRAM CONTENT IS DETERMINED SOLELY BY THE SPONSORING ORGANIZATION. THE PROGRAM IS THE PROPERTY OF THE SPONSORING ORGANIZATION."
- In the event that the finished product which has been made possible, in whole or in part, by a QPTV grant, is used for commercial purposes by sale, fee for showing the product or any other financial arrangement the first monies realized from such transactions shall be paid to QPTV to reimburse QPTV for its cash grant and "in kind"* contribution. In the further event that monies received by the grantee exceed the amount of QPTV's cash grant and "in kind" contribution, than the grantee shall thereafter reimburse QPTV for the market value of the use of QPTV's staff and facilities. The determination of the market value shall be made solely by the Executive Director of QPTV and shall be binding on the grantee.
- Not withstanding the above criteria, QPTV may at its discretion provide grant-aid to any Federal/State or City agency, under a proposal adopted by the Board of Directors.
* "In Kind" contribution includes among other things, overhead costs, use of staff, QPTV facilities, etc. and does not include outside freelance personnel costs.
Community Development
Eligibility for Grant Aid Program
To be eligible for grant-aid an applicant organization is required to:
- Submit a fully completed application to QPTV, in such format as it may determine, including:
- Description of the proposed program, subject matter, audience focus, story outline and relevance to Queens residents;
- Recent accurate financial statement;
- Board of Directors list with names and addresses
- Be duly registered with the State of New York
- Assume full responsibility for the content of the program as the legal owners of the completed program;
- Present balanced views of multi-sided issues;
- agree not to endorse candidates for public or political office, advertise commercial products or services, or solicit funds during the program (see QPTV Form #2, Statement of Compliance and Channel User Contract, for specifics);
- Comply with all QPTV rules and procedures.
The QPTV Program Committee shall, at its sole discretion accept, reject or request modifications to the grant application.
