"Mr. Baxter has lived for decades in a nice house on Beach 127th Street, but he says he is ashamed of his neighborhood’s support for the parking restrictions, on most of the residential blocks between Beach 116th Street and Riis Park, from May 15 through Sept. 30. He says they are meant to deter the rest of the city from using the local stretch of the public beach.

'The regulations are racist and illegal,' he said, repeating allegations he has been making for years at local community board
meetings, on his Queens Public Television talk show, and in extensive letters into the local weekly, The Wave."
